Smith argued that it is better to delay legislation so that it can be improved rather than rushing something out simply to say that you have done something, especially when the delay will not affect the implementation date by one second.
Regarding the transportation issue, Smith argued for examining a number of options, one being toll roads. At least toll roads are paid for by the users. Such roads can be avoided by motorists who don't want to pay the toll, as opposed to tax-funded road construction, which hits users and nonusers alike, and can't be avoided.
With regard to the letter's references to a bill allowing Georgia Power to raise rates to pay interest on construction loans for new nuclear reactors, that bill was passed with broad bipartisan support. It was passed to keep Georgia Power ratepayers from having to pay interest on interest for the construction of the new units, not to line the pockets of Georgia Power shareholders.
Perhaps the writer was upset that a new transportation tax was not passed, and was simply lashing out at Smith, distorting his words and record.
